ANALISIS KEBIJAKAN PENGELOLAAN BANK SAMPAH DI KOTA BENGKULU : STUDI KASUS KELURAHAN MUARA DUA DAN IMPLIKASINYA BAGI PEMBANGUNAN BERKELANJUTAN

Abstract

Waste management is one of the main challenges in urban development, including in Bengkulu City. Waste banks serve as a community-based waste management policy instrument that not only aims to reduce waste generation but also encourages community participation and supports sustainable development. This study aims to analyze the waste bank management policy in Bengkulu City with a case study in Muara Dua Village and examine its implications for sustainable development.

This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews with waste bank managers, village officials, and the community, direct observation of waste bank activities, and documentation studies of policies and reports related to waste management. Data were analyzed using thematic analysis techniques through the stages of data reduction, data presentation, and conclusion drawing.

The results of the study show that the waste bank management policy in Muara Dua Village has been implemented through the establishment of a management structure, socialization to the community, and cooperation with the government and related parties. The existence of waste banks has made a positive contribution to the environment by reducing the volume of waste sent to landfills, to society by increasing public awareness and participation, and to the economy by generating additional income, albeit limited. However, the implementation of the policy still faces obstacles in the form of limited facilities and infrastructure, suboptimal budgetary support, and program sustainability that depends on the motivation of the managers.
