Abstrak

Penelitian ini bertujuan untuk menganalisis dampak efisiensi belanja pemerintah pusat dan daerah terhadap tingkat pengangguran terbuka di Provinsi Sulawesi Utara setelah dikeluarkannya Inpres No. 1 Tahun 2025. Hasil penelitian menunjukkan bahwa terdapat hubungan negatif yang signifikan antara efisiensi belanja pemerintah dengan tingkat pengangguran, artinya semakin efisien alokasi belanja pemerintah maka tingkat pengangguran akan semakin rendah. Dengan nilai R-squared sebesar 57,4%, model regresi yang digunakan dalam penelitian ini menjelaskan bahwa lebih dari separuh variasi tingkat pengangguran dapat dijelaskan oleh efisiensi pengeluaran pemerintah nasional dan daerah. Studi ini juga menemukan bahwa kebijakan efisiensi pengeluaran pemerintah pusat dan daerah memainkan peran penting dalam mengurangi tingkat pengangguran terbuka di Sulawesi Utara, terutama melalui sektor pariwisata, perikanan, dan pertanian berbasis ekspor. Namun, studi ini juga menemukan bahwa terdapat beberapa tantangan yang perlu diatasi dalam pelaksanaan kebijakan efisiensi belanja pemerintah, seperti inefisiensi birokrasi, alokasi anggaran yang terbatas pada sektor-sektor produktif, dan resistensi terhadap kebijakan fiskal yang lebih ketat.
