Strategi Advokasi Kebijakan untuk Meningkatkan Legitimasi dan Efektivitas Kesejahteraan Sosial

This study aims to analyze policy advocacy strategies in enhancing the legitimacy and effectiveness of social welfare policies. Policy advocacy is understood as a strategic effort to bridge the interests of government and society, particularly vulnerable groups, so that the resulting policies are accepted and produce tangible impacts. This research employs a descriptive method with a qualitative approach to obtain an in-depth and contextual understanding of the policy advocacy process in social welfare. Data were collected through field observations and in-depth interviews with various informants involved in policy implementation, including government officials, community leaders, and community-based organizations. The analysis is guided by the Advocacy Coalition Framework (ACF), which emphasizes the role of advocacy coalitions, shared belief systems, policy-oriented learning, and external factors in the public policy process. The findings indicate that community-based and collaborative policy advocacy strategies are effective in increasing public understanding and participation in social welfare policies. Advocacy coalitions play a significant role in strengthening policy legitimacy through dialogue and public engagement, as well as improving policy effectiveness through continuous policy-oriented learning processes. Therefore, policy advocacy contributes significantly to the development of more responsive and sustainable social welfare policies.
