ANALISIS STAKEHOLDERS DALAM KEBIJAKAN PROGRAM DANA BERGULIR (PDB) SAMISAKE DI KOTA BENGKULU Indarti, Sri Kebijakan; Stakeholders; PDB Samisake Samisake's GDP policy has been running in the 6th year, where the policy began to be implemented in 2013, which already has a regulation in the form of Perda No. 12 of 2013 concerning Samisake Revolving Funds, Perwal Number 27 of 2013 concerning technical guidelines for revolving funds and Perwali no. 17 of 2018 concerning the Establishment of the Samadake Revolving Fund Management Unit in the Bengkulu City Small and Medium Enterprises Cooperative Office. This policy is targeted to be an embryo of a revolving fund policy in favor of the public interest. Policy information shows that there are problems and challenges in realizing policy targets in the form of expanding employment opportunities or creating new jobs, reducing unemployment and strengthening regional competitiveness. This study is intended to conduct stakeholder analysis on the effectiveness of Samisake's GDP policy. This study was a qualitative study, with informants from the Head and staff of UPTD Samisake, staff of cooperatives and SMEs, administrators and members of the cooperative distributing Samisake GDP funds, communities receiving samisake funds and program companions. Research results show that stakeholders in this policy are. Samisake UPTD, Regional Head, Office of Cooperatives and SMEs, Microfinance Institutions, Villages, Assistance, DPRD, BAPPEDA and Non-Governmental Organizations. The results of this study indicate that policies have not been effective in accordance with the targets of policy regulation, both in terms of management and policy impacts. Financial Circulation is found in MFIs, banks, and the community receiving the program, with limited financial transparency and responsibility. The findings of this study are, it needs mechanisms, systems, and assistance that are focused in order to achieve policy targets. Lawang Agung Village became a pilot village related to the orderly administration of the village and Lawang Agung village won the best first prize in Bengkulu Province. This study focuses on finding out how to implement orderly administration in the village of Lawang Agung, Air Periukan District, Seluma Regency, Bengkulu Province. The research method used is a descriptive qualitative research method. In this study the data used are primary data and secondary data. Data collection techniques namely interviews, observation, and documentation. The data analysis technique used is the data collection stage, the data reduction stage, the data presentation stage, and drawing conclusions. The results of this study explain that the administration of orderly administration in the village of Lawang Agung, Air Periukan Subdistrict, Seluma Regency, Bengkulu Province, is seen from the elements of organizational governance, communication, financial management and public relations that have been implemented properly. That is, the orderly implementation of village administration has been carried out optimally. It is common knowledge that there are rumors circulating that civil servants are relaxed, only come and are absent in their daily work behavior. It is also inevitable that many civil servants whose absenteeism were entrusted to other civil servants. Civil servants are required to be disciplined in their work, but in reality many employees do not work well because they are late getting in and leaving early. Therefore, it is necessary to apply a finger print roll call to anticipate this. This study aims to determine the effectiveness of the finger print absence program at the Bengkulu Provincial Regional Staffing Agency and what obstacles are faced in the application of the finger print absence program at the Bengkulu Provincial Government Regional Civil Service Agency in improving the discipline of the state civil apparatus.This type of research used is descriptive qualitative research, this research is an attempt to reveal the problem or situation or event as it is so that it is only as a fact revealer.From the results of this study, researchers have found that initially the Regional Civil Service Agency of Bengkulu Province government used manual absence, and now it has used finger print attendance based on the research results, it turns out that finger print absences still occur violations committed by employees, this is seen from the absence of delay morning, late afternoon attendance, and absenteeism quickly go home. There are several problems in the service including the management takes a long time, complicated procedures, the attitude of collusion and nepotism, and the practice of brokers or extortion (extortion). The formulation of the problem in this study is: 1) how is the mechanism of service implementation of the vehicle registration number (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province?, and 2) what are the factors that hamper the mechanism of service implementation of the vehicle registration number (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province?. Therefore, this study aims to determine: 1) the mechanism of service implementation of the vehicle registration number (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province, and 2) the inhibiting factors in the mechanism of service implementation of the vehicle number registration (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province. This research uses qualitative research methods with descriptive research type. Data is collected through interview, observation and documentation techniques. The data analysis technique uses four steps namely: data collection, data reduction, data presentation, and conclusion drawing. The purpose of this study was to determine the implementation of the Law Number 07 Year 2017 regarding the representation of women in Seluma Regency. According to Law No. 7 of 2017 the requirements include at least 30% quota of women's representation in the nomination of elections for political parties, but in reality in Seluma District it is known that women's representation is still very low from the last few periods.Researchers in this case, see how Law No. 7 of 2017 concerning elections related to women's representation in parliament is implemented throughout, researchers analyze using the theory of Merilee S. During the 2017 election campaign, the incumbent couple was quite prominent in campaigning for the success of the poverty alleviation program. The success of the poverty program during the previous administration, finally succeeded in delivering Hasto-Tedjo to maintain the seat of regent and vice regent of Kulon Progo. Specifically, this research focuses on how to implement a home surgery program. Home renovation is one of the salient poverty reduction programs carried out by Regent Hasto Wardoyo. This program is quite popular because there are still many Kulon Progo residents who inhabit unfit homes. Another interesting thing is that the funding of this program does not rely on the APBDes, APBD or APBN. However, sourced from private companies and BUMD CSR. Based on this, researchers are interested in studying the Implementation of Disability Friendly Co Working Space Service Policy as a Jogja Smart Province Development Concept in Yogyakarta Diskominfo. The aim is to find out the implementation of Co Working Space services for people with disabilities as a concept for developing Jogja Smart Province and the factors that influence services. PELEMBAGAAN PROGRAM UNIT PENGELOLAAN KEUANGAN DESA BENGKULU REGIONAL DEVELOPMENT PROJECT DESA MUARA PAYANG KABUPATEN BENGKULU SELATAN Aminudin, Achmad This research was done in Muara Payang village, District of South Bengkulu, predominantly inhabited by Serawai Tribe. A key informant composed of UPKD committee, POKJA members and 10 members of UPKD were the unit of analysis to reveal the phenomenon investigated using purposive random sampling. Information from the field was obtained through methods of in-depth interview, group discussion, and observation. Data were analysed descriptive and qualitatively. The objective of this research was to reveal the patterns of this rural economic self-sufficiency and sustainability of UPKD program of Muara Payang village in order to improve the self-sufficiency and Institutionalization of UPKD program of Muara Payang village in order to improve the self-sufficiency ability of the targeted group in rural areas and the possibility of empowering it in order to develop the self-sufficiency of the rural community. Field data has shown a fairly high level of institutionalization of the program, indicated by the democratic leadership of the UPKD chair and all administrators. Also, the ability of target group members to explore and utilize local resources, provide time, energy, funds and thoughts in the implementation and development of the UPKD program continuously. The problem of the effectiveness of customer complaints services can be seen from the number of people who use the media that has been provided to convey criticism and complaints about the services provided by hospital management. The importance of research aims to determine and analyze the achievement of the implementation of customer complaint handling services. This study uses qualitative research methods with a descriptive approach. The study was conducted at Hospital of dr. R. Goeteng Taroenadibrata Purbalingga. The informants consisted of management elements and customer determined using a purposive sampling technique. The focus of the study in this research includes the achievement of customer complaint services which include the achievement of objectives, integration of complaint handling and the adaptation of the complaint service unit to complaints submitted. Data analysis was performed using the descriptive interactive model analysis method. The results showed that the achievement of customer complaint services at the Hospital of dr. R. Goeteng Taroenadibrata Purbalingga has not been effective. Empirically the function and role of the complaint service that is the main task has been carried out, but has not been fully implemented effectively. The aspect of participation has been manifested in community participation in various village tourism activities (reception, attractions, companion activities and others). The Control Aspect has been carried out by the Sleman Regency Tourism Office through mentoring activities such as the Tourism Village festival competition which is held once a year, and the evaluation every two years on all Tourism Villages in Sleman Regency and the establishment of a communication forum between Tourism Villages. Regional heads are required to make technical decisions which do not conflict with central government regulations. In handling Covid 19, each regional head was given the authority to carry out tactical policies. This is to suppress the spread of Covid 19 which is increasing day by day. This research method uses content analysis. Content analysis was carried out in a descriptive qualitative manner. The DKI Jakarta Government has implemented Large-Scale Social Restrictions (PSBB) to reduce the spread of Covid 19. West Java Province, establishes good communication and coordination with the central government. Then West Java has done quite well based on epidemiological indicators. So that it gets the best Covid 19 handling award in Indonesia. The Central Java provincial government in dealing with covid-19 puts forward preventive or preventive aspects. This condition can be seen from the community safari carried out by the governor of Central Java in order to provide socialization on the handling of Covid-19. East Java Province applies a cross-sectoral policy strategy. This policy involves several parties, including universities. This study aims to determine the role and impact of BUMDes in community empowerment in Desa Panggungharjo, Sewon, Bantul. This research is a qualitative descriptive study. Primary data taken directly from respondents were then analyzed using descriptive analytic techniques. Data collection techniques through interviews, documents and observations. The results showed that the BUMDes Panggung Lestari had a very large role in community empowerment in the Village of Panggungharjo, Sewon, Bantul. The role of BUMDes in community empowerment is seen from the 5 variables including institutional improvement, improvement of community economic efforts, improvement of community income, environmental improvement, and social contributions made to the community. The ranking is based on the aspect of the ease of investing in a country. Factors that have a significant effect on the high and low rankings of Indonesia are Indonesia's bureaucracy and corruption. Various bureaucratic pathologies have made the bureaucracy ineffective and inefficient in carrying out government functions. Since the reign of President Sukarno to President Joko Widodo, corruption in Indonesia has continued from Sabang to Merauke, therefore the commitment to eradicate corruption in Indonesia is very important .. The manifestation of the Indonesian Government's commitment to eradicating corruption is to make enough laws and regulations in Indonesia, but corruption is still rampant because there are still legal loopholes that corruptors can abuse to get out of legal traps. The Indonesian government has made various efforts to eradicate corruption, one of which is by establishing an Anti-Corruption Agencies. Then in the era of globalization which is characterized by digitalization, the Government has also taken to eradicate corruption, which is getting more massive both from its impact and from its actors. This shows that efforts to eradicate corruption are in line with advances in information technology, especially based on communication technology (e-Gov). Partisipasi Masyarakat Dalam Pengembangan Desa Wisata Gamplong Ulum, Safrilul Amanatun Suryani, Dewi Desa Wisata; Partisipasi Masyarakat; Pemberdayaan Masyarakat The diversity of Indonesian culture and local wisdom becomes promising tourism potential. The government must keep developing tourism by involving public’s participation. One of tourism development through tourism village such as in Sleman Regency of Special Province of Yogyakarta which grows impressively due to great natural potential. The number of tourism village in Sleman regency in 2018 are 36 villages. One of the villages is Gamplong tourism village which is located in Gamplong, Sumber Rahayu, Moyudan Sleman, Yogyakarta. The number of tourists in 2018 were 29.373 and remains unstable each month through good management. However, there is a problem in the management in which there is an unclear job division which only involves some of community members. The objective of the study is to analyze the form and level of community participation as well as public’s forcing and prohibiting factors in participating in the development of Gamplong tourism village. The study  employed  descriptive  qualitative  method  and  the  setting  was  at Gamplong, Sumber Rahayu, Moyudan Sleman, Yogyakarta. The subjects of the study were community members of Gamplong tourism village. The study used data collection method in the form of observation, interview, and documentation, the data analysis technique was done through data collection, data reduction, data presentation and conclusion drawing. The result of the study revealed that community members participated in real participation through energy and properties and unreal participation through ideas. In addition, public’s participation level in plans and implementation was not optimum, while the result utilization and evaluation was considerably optimum. The result of the study also revealed factors influencing public’s participation. Implementasi Kebijakan Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) Oleh BNNP Daerah Istimewa Yogyakarta: Studi penelitian pencegahan penyalahgunaan narkoba pada kalangan pelajar di Kota Yogyakarta Endang Komara, Ecep Syakdiah, Syakdiah Kusumawiranto, Retno Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba. Badan Narkotika Nasional DIY ranks first in drug trafficking among students, in general Jogja is in the top 8, the government has issued a P4GN policy according to INPRES No. 12 of 2011 but the implementation has not been maximimized therefore BNNP DIY as the National Narcotics Agency functions as the executor of the implementation of P4GN policy.  In implementing P4GN policy among students in Yogyakarta, BNNP DIY as a representative of BNN in the regions do not make policies and programs according to regional conditions. However, BNNP as an extension of BNN is given the authority to determine the priority targets of the program through the implementation of technical guidance by inviting institutions and agencies that are within the scope of DIY. One of the programs from the government is the BOS program. The background of the BOS program was the increase in fuel prices which resulted in a decrease in people's purchasing power which had a negative impact on poor people's access to Nine Years of Basic Education. This study finds out about the evaluation of the implementation of the school operational assistance program in the state primary school education unit 2019-2020 in Lubuk Basung sub-district. This research uses implementation evaluation theory according to Grindle. This research uses a qualitative approach with a descriptive type. The selection of informants was carried out by using purposive sampling technique. Meanwhile, data analysis was carried out ethically and emotionally. The shadow state phenomenon is a characteristic of the administration of governance in the post-New Order democratic transition period. Stakeholder framing and policy legitimacy: breastfeeding policy in Aceh Province Dwi Angreni, Dyah Kuntorini Asmorowati, Sulikah Policy legitimacy, breastfeeding policy, Aceh Province, stakeholder World Health Organization merupakan Badan Kesehatan Dunia yang mempunyai target pencapaian ASI Eksklusif pada tahun 2025 yakni 50%. Pencapaian ASI Di Indonesia masih terkategori rendah dan berfluktuatif. Tahun 2018 pola pemberian ASI di Indonesia sebanyak 37,3%. Sedangkan Tahun 2018 terjadi peningkatan capaian ASI eksklusif Provinsi Aceh sebesar 66,5%. Menariknya Provinsi Aceh tentang bagaimana mengumpulkan komitmen politik untuk memperkuat kebijakan dan menargetkan program menyusui berskala besar. Tujuan dari penelitian ini adalah untuk meneliti interaksi antara elit pemerintah dan pemangku kepentingan masyarakat di Provinsi Aceh  dengan fokus pada kebijakan menyusui di Peraturan Gubernur (No.49 Tahun 2016). Analisis kualitatif media dan dokumen parlementer menggunakan metode hermeneutic,dengan menganalisis konteks dimana Kebijakan menyusui disebutkan oleh pemangku kepentingan di media dan parlemen. Dasar teoritis penelitian ini  menggunakan pendekatan yang orientasinya pada pemangku kepentingan terhadap legitimasi,serta menggabungkan analisis kerangka kebijakan dengan konsep struktur kebijakan tiga tingkatan. Temuan empiris menekankan pentingnya komunikasi dua arah antara pemerintah dan pemangku kepentingan masyarakat, pembuktiannya melalui  analisis kerangka kebijakan. Efektivitas Pelaksanaan Program Pembagian Sembako Bagi Masyarakat Yang Terdampak Covid 19 di Kota Bengkulu Hardayani, Yorry Kebijakan publik; program sembako, covid 19 Penelitian ini bertujuan untuk mengetahui Efektivitas Pelaksanaan Program Pembagian Sembako bagi Masyarakat Terdampak Covid-19 Di Kota Bengkulu. Jenis penelitian deskriptif dengan tehnik analisis kualitatif. Model analisis yang digunakan dalam penelitian ini adalah model analisis Interaktif yaitu: model penelitian yang terdiri dari 4 komponen analisis: Pengumpulan data, Reduksi data, Sajian Data, Penarikan Kesimpulan. Hasil Penelitian menunjukkan bahwa Proses Hasil  penelitian  ini  menunjukan  bahwa  (1) Tepat Kebijakan yaitu dalam menjalankan agenda tersebut, Pemerintah Kota Bengkulu melaksanakan beberapa program penanganan dampak Covid 19 kepada masyarakat yang terdampak yaitu pembagian sembako dalam bentuk beras dan mie instant. (2) Tepat Pelaksanaan yaitu diwujudkan oleh Pemerintah Kota Bengkulu Melalui Dinas Sosial Kota Bengkulu dengan melaksanakan kerja sama dalam rangka pelaksanaan program Pembagian Sembako bagi Masyarakat terdampak Covid 19 dengan beberapa OPD yang ada di Kota Bengkulu. Akhir dari proses tersebut menghasilkan output berupa kegiatan atau program yang dirasakan oleh masyarakat. (3) Tepat Target yaitu target dari program ini tentunya masyarakat yang terdampak covid 19. Program ini dilakukan untuk dapat meringankan beban masyarakat yang terdampak covid 19 yang ada di Kota Bengkulu. Dengan adanya dampak covid 19 ini memberikan dampak secara langsung bagi medis maupun perekonomian. (4) Tepat Lingkungan yaitu dalam menjaga interaksi kerjasama antar dinas terkait, pemerintah Kota Bengkulu melalui Dinas Sosial melaksanakan pertemuan rutin untuk saling bertukar pikiran menyangkut program  yang telah atau akan dilaksanakan. Komunikasi yang dijalin baik akan memudahkan para aktor kebijakan publik dalam melaksanakan program yang telah di rencanakan sejak awal. (5) Tepat Proses yaitu program bantuan sembako bagi masyarakat terdampak covid 19 menurut ketepatan prosesnya dilihat dari  yang  pertama,  policy acceptance yang berarti proses pemehaman kebijakan, melalui media massa baik cetak maupun elektronik Pemerintah Kota Bengkulu  memberikan sosialisasi program tersebut. Kedua, policy adoption atau penerimaan kebijakan, publik mulai mengerti dan memahami   kemudian merespon kebijakan atau program yang dilaksanakan pemerintah. Namun masih ada masyarakat yang belum mengetahui program tersebut, Pemerintah Kota Bengkulu terus menggalakkan sosialisasi dari berbagai lapisan masyarakat. Inovasi Pelayanan Publik Berbasis Android ‘Paga Nagari’ Di Polres Solok Kota Eriza, Aranzi Yoserizal, Yoserizal Ekha Putera, Roni Inovasi, Pelayanan Publik, Paga Nagari The police institution has the duty and responsibility to provide services to the community relating to security and other services to citizens. One way to improve service quality is to innovate services. So the focus of this research is on the implementation of Android-based public service innovation through an application feature called 'Paga Nagari' on the Solok City Police Station. Based on the identification results obtained by researchers, 'Paga Nagari' is the latest innovation from Solok City Regional Police that utilizes internet technology. Solok City Police Station is the only Polres in West Sumatra that utilizes internet technology to provide complete services to the public such as the existence of Panic Button, complaints, making online SIM, online SKCK, Certificate of Loss, Notification of Progress of Investigation (SP2HP) ), Crowd Permit, Security Assistance and Escort Request. Then an in-depth study is needed on how the Solok City District Police will carry out the ‘Paga Nagari’. The research method chosen was a descriptive qualitative approach. This research uses Rogers' theory in Suwarno (2008: 17), which measures the innovation attribute variable with five things, namely relative advantages, compatibility, complexity (complexity); the possibility of being tried (liability; and observability. Based on the results of the study, the service at the Solok City Police Station through the innovation based on the android application 'Paga Nagari' is already excellent. Development is an apparatus investment that is future-oriented and emphasizes increasing the ability to perform new tasks in the future. The success of management can be seen by the optimal role of management elements such as man, money, method, material and machine (6M). There are two approaches to developing apparatus competence, namely the off-the-job and on-the-job training methods. In 2019 the number of apparatus with education and training certificates was 2,048 out of 16,381 apparatus, so that the main performance indicators / strategic targets were achieved by 12.50%. This value is less than the target set, which is 12.54% or it has only been achieved 99.68%. This research used a qualitative approach with data collection techniques by conducting observation, interview and documentation. The data was analyzed by combining it into categories, breaking down into units to choose which ones are important to answer the existing problems. The results of the research show that the the role of institutional manager of micro, small and medium business during the Covid-19 Pandemic on the Departement of Industry Trade, Cooperatives and UMKM, Mukomuko district is necessary to develop human resources which is an important factor for UKM players. Human Resource Development can be done with monitoring and traning. Insfrastructure development is an important factor for the empowerment of UMKM in production and marketing infrastructure with market development to support the growth of UMKM in Mukomuko District and monitoring of market management. The government continues to make improvements by changing policies in education sector, such as the policy of Merdeka Belajar, which means to be free to innovate, learn independently, and be creative. In line with the concept of Merdeka Belajar, the existence of libraries as one of the non-formal education units or public service institutions has a very important role in producing human resources with superior character, intelligence, and competitive. One of the such institutions is the Kerano Kuncoro library. This study aims to describe service quality of the Kerano Kuncoro library in Sri Kuncoro Village, Pondok Kelapa District, Bengkulu Tengah Regency and the efforts made by the Kerano Kuncoro library in improving service quality. This study uses a descriptive method with a qualitative approach. Data collection technique used were observation, interviews, and documentation. The results of this study indicate that the quality of service in Kerano Kuncoro village library is good based on three-dimensional service quality measurements, namely the quality of interaction, the quality of the physical environment, and the quality of results along with their indicators. Even so, there are still some indicators that have not gone as expected, like the limited number of experts in library sector. However, to produce excellent service, the Kerano Kuncoro library makes several efforts such as conducting library promotion activities, developing and enhancing librarian creativity and developing library material collections. Akselerasi Pelayanan Publik Berbasis Online Pasca Pembangunan Jaringan 4G di Daerah Terdepan, Tertinggal, dan Terluar Kusmingki, Kusmingki Gratiano Mali, Matheus Akselerasi ; Jaringan 4G ; SDGs ; e-Government System ; Nawacita Akselerasi pelayanan publik berbasis online adalah Nawacita presiden Joko Widodo untuk membangun negara Indonesia dari daerah pinggiran dan desa (daerah 3T), berkonsep e-government system. Yaitu melakukan tranformasi Pelayanan Publik dari yang semulanya konvensional menjadi pelayanan dengan sistem digital. Untuk mewujudkan Nawacita itu pemerintah mengeluarkan Pepres Nomor 18 Tahun 2020 tentang RPJM Nasional 2020-2024 yang bertajuk Sustainable Development Goals (SDGs). Selanjutnya tujuan dari penulisan artikel ilmiah ini adalah upaya memaparkan pembangunan jaringan 4G di daerah 3T dapat mengakselerasi Pelayanan Publik kearah yang lebih baik. Adapun metode penelitian ini dilakukan dengan menggunakan studi kepustakaan atau literatur review, yakni menggunakan data-data dari penelitian terdahulu, baik dari jurnal-jurnal Nasional maupun jurnal Internasional yang telah dipublikasikan di media masa. Selanjutnya hasil penelitian ini menemukan bahwa perkembangan e-government system di Indonesia, dinilai masih belum begitu optimal, hal ini dapat dilihat dari data yang menujukan bahwa masih terdapat 12.548 desa (di daerah 3T maupun daerah non 3T) di Indonesia belum terjangkau jaringan 4G. Sehingga impelementasi e-government system masih jauh dari harapan masyarakat walaupun demikian pemerintah tetap melakukan perbaikan-perbaikan pembangunan dengan dibuktikan 59.442 Desa/Kelurahan di Indonesia sudah dibangun jaringan 4G. Organizational culture plays a major function in modeling the behavior and performance of the company through the collective efforts of each member. The research method used is qualitative with emphasis on documentation as a data collection technique in this study. Meanwhile, data analysis was carried out in a narrative manner. The empirical findings in this study focus on organizational culture at PT Kereta Api Indonesia (Persero) which as a whole shows the company's success in improving management and employee performance. In addition, it has a significant impact on customer satisfaction and the good image of the company. PT Kereta Api Indonesia (Persero) provides excellent service to customers, where they are a top priority for the company. Partisipasi Masyarakat dalam Implementasi Kebijakan Pencegahan Covid-19 di Kalurahan Nogotirto, Kapanewon Gamping Mawaddah, Nuril Khozin, Muhammad Partisipasi Masyarakat, Kebijakan Publik, Covid-19 At the beginning of 2020, Covid-19 was officially declared as a global pandemic outbreak that had an impact on all sectors of life by the World Health Organization (WHO). In preventing this virus, community participation is important. In this case, the community at Nogotirto Village also participates actively in the efforts to prevent Covid-19 by obeying the policies and recommendations set by the government. This study aims to determine the community participation in the implementation of Covid19 prevention policies and provide input to Nogotirto Village Government. This research method employed a qualitative approach through observational data collection techniques, interviews and documentation. The technical analysis of the data used was data reduction, data presentation and drawing conclusions. Based on the results of this study, the community participation at Nogotirto Village in general is good even though the community participation has not been maximized. The form of participation of Nogotirto community in the Covid-19 prevention process is clearly tangible and not tangible. In addition, the factors supporting community participation in preventing Covid-19 at Nogotirto are the willingness, ability and opportunity factors. However, the inhibiting factors for community participation in preventing Covid-19 at Nogotirto are the lack of education, fanaticism towards religion and also lack of trust in the government. In this case, Ternate, which is the temporary capital of North Maluku, is placed as the city center, as if forgetting Sofifi as the official capital of North Maluku Province. After nearly 22 years, the discourse of moving the capital city of North Maluku Province from Ternate to Sofifi has come to light. This year, the central government plans to make Sofifi a special area to support its readiness to make the transition to moving the provincial capital. In this writing, the method used is literature study in the form of journals, scientific literatures, books, news, and so on. The analysis used in this research is qualitative. The definition of qualitative research itself is research that produces descriptive data regarding spoken and written words, and observable behavior of the people being studied. Analisis Pengelolaanf Aset Tanah Milik Pemerintah Daerah Kota Pagar Alam Ramadhani, Albaryzi Anwar, Faizal Darmi, Titi Pengelolaan aset, tanah, inventarisasi The problem that exists in the management of land assets owned by the Regional Government of Pagar Alam City is the large number of government-owned lands that have not been certified, then there is still land that overlaps with the community, this makes it important to manage good land assets belonging to the City Government of Pagar Alam. The formulation of the research problem is to find out how the managementf of land assets owned by the Regional Government of Pagar Alam City and what factors support and hinder thef implementation of this management. The purpose of this study was to determinef the managementf of land assets owned by the Regional Governmentf of Pagarf Alam City as well as the supporting factors and management constraints. Researchers used a qualitative descriptive research method. In this study, the data used are primary and secondary data obtained through interview, observation, and documentation techniques. Furthermore, this study uses data analysis techniques from miles and huberman. The management of land assets belonging to the Regional Government of Pagar Alam City which is carried out by the Regional Finance Agency of Pagar Alam City in the management inventory carried out has been optimal considering the land asset data is quite complete. Unlike the case with certification and also utilization where researchers can conclude that the management is still not optimal, it can be seen from the existence of uncertified land, maintenance that is not running and utilization of land assets is still very minimal where there is still land that has not been certified. there are still many abandoned and abandoned land assets. The supporting factor for the management of land assets owned by the Pagar Alam City Government is the existence of an SOP or standard operating procedure that helps in the implementation of management, as well as good communication. Meanwhile, the inhibiting factor can be seen from the attitude of the related officers as policy implementers who are still not good enough as the apparatus. In addition, there is still a lack of supporting facilities for land guardrails, which often creates problems between the government and people who like to recognize rights to land owned by the government. Analisis Pengembangan Aparatur Sipil Negara (ASN) Pada Badan Kepegawaian Daerah (BKD) Provinsi Bengkulu Zelfri Wiradianto Faizal Anwar Titi Darmi Pengembangan Aparatur dilaksanakan karna adanya permasalahan pada kompetensi Pegawai yang dalam kinerja mereka di bidang dan fungsinya belum mengetahui cara melakukan beberapa fungsinya dibidangnya atau belum memahami apa yang harus dilaksanakan. Permasalahan yang diangkat dalam penelitian ini adalah bagaimana pengembangan Aparatur Sipil Negara (ASN) pada Badan Kepegawaian Daerah (BKD) Provinsi Bengkulu. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pengembangan ASN di BKD Provinsi Bengkulu dan faktor apa saja yang mempengaruhi pengembangan aparatur di BKD Provinsi Bengkulu. Peneliti menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan reduksi data dan penyajian serta inferensi. Hasil penelitian menunjukan bahwa pengembangan ASN pada BKD Provinsi Bengkulu melalui program diklat sudah berjalan dengan cukup baik, yang dilihat dari peningkatan kinerja yang diberikan pegawai yang telah mengikuti diklat tersebut dan juga dilihat dimulai dari, 1) Proses penentuan kebutuhan diklat yang melalui AKD, 2) Perencanaan pelaksanaan diklat yang terdiri dari perekrutan peserta, nara sumber, sarana dan prasarana, penganggaran, dan waktu pelaksanaan, 3) Prosedur perekrutan peserta diklat yang berdasarkan hasil dari AKD, 4) Stakeholder yang terlibat pihak internal terdiri dari pihak BKD sendiri dan pejabat structural yang membidanginya dan pihak ekstrnal yaitu BPSDM, Lembaga Nasional dan ESQ, 5) Penilaian pelaksanaan diklat yang dilihat dari reaksi dan perubahan peserta dan, 6) faktor yang mendukung seperti ketersediaan dana, ketersediaan tempat pelaksana dan adanya AKD, Meski dalam perencanaan pelaksanaan diklat tersebut belum terlaksana dengan maksimal karena adanya hambatan keterbatasan jumlah tenaga pengajar dan keterbatasan anggaran yang tersedia. Analisis Pengelolaan Peninggalan Rumah Bung Karno di Kota Bengkulu M. Wirantara Darmi, Titi Tujuan penelitian ini untuk mengetahu pengelolaan cagar budaya di Kota Bengkulu dan Kendala-kendala pelaksanaan pengelolaan cagar budaya. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik Observasi, wawancara dan dokumentasi. Model analisis data terdiri dari Pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian yang dilakukan oleh peneliti bahwasahnya menajemen pengelolaan cagar budaya Rumah Pengasingan Bung Karno sudah cukup baik. Hal ini dibuktikan dari beberapa wawancara peneliti kepada para informan selaku pengelola cagar budaya di Kota Bengkulu dibawah Balai Pelestarian Cagar Budaya Jambi pihak pengelola cagar budaya sudah membentuk juru pelihara cagar budaya, satuan pengamanan cagar budaya, tim ahli cagar budaya, dan pembentukan beberapa program yaitu pemberian papan keterangan cagar budaya, penambahan galeri sejarah rumah Pengasingan Bung Karno, dan pembuatan nama cagar budaya. The samples in this study were employees at the Financial Education and Training Agency. The analytical method used is a quantitative method using a questionnaire instrument. All indicators used are valid and reliable. The statistical method used to see the effect between variables is linear regression analysis. Based on the results of the study it was concluded that organizational change had a significant positive effect on organizational commitment and employee performance at the Financial Education and Training Agency. Affective commitment has a significant positive effect on employee performance at the Financial Education and Training Agency. Continuance Commitment and Normative Commitment have not significantly affected the performance of employees at the Financial Education and Training Agency. Decision Making In Disaster Management Operations: Challenges and Opportunities Indra Kristian pengambilan keputusan; logistic; bencana; sentralistik Objectives – Decision-making structures are usually associated with the logistical challenges experienced during disaster operations. However, the alignment between the operational level and the decision-making structure is usually neglected. The purpose of this paper is to provide an analysis of the suitability of the two levels and their impact on performance. Design/methodology/approach – This study uses a case study approach in Garut Regency. Through a review of disaster management policies in the region, interviews and secondary data, this paper provides an analysis of the current decision-making structure, logistics activities carried out by the authorities and the impact of alignment between the two components on  logistics support performance. Findings – The analysis shows that some of the challenges commonly associated with centralization are actually rooted in alignment with the operational level. Logistics performance is negatively affected by faulty assumptions, poorly planned procedures, inconsistent decision making, and poorly designed structures. This case demonstrates the need to align the operational level with a centralized perspective to increase responsiveness, flexibility and interaction between different organizations. Originality/value – This paper identifies the impact of misalignment between decision-making structures and the operational level on logistics performance, an area that has not been studied at this time. Moving from current arguments about appropriate decision-making structures for disaster management to identification of components for implementing an efficient and effective disaster management system. In addition, this paper provides recommendations for best practices in humanitarian logistics, namely: applicable to Garut and other regions that use a centralized decision-making approach. The purpose of this research is what are the impacts and how are the efforts made in the management of Micro, Small and Medium Enterprises (MSMEs), the Impact of the Covid-19 Pandemic on the Management of Micro, Small and Medium Enterprises (MSMEs) (case study of micro, small and medium enterprises Rumah Ety in Bengkulu City). Researchers used qualitative descriptive research methods. By using a SWOT analysis approach. The data analysis technique used is data reduction, data presentation and conclusion drawing. The results of this study explain the impact of the Covid-19 Pandemic felt by Rumah Ety MSMEs, namely the difficulty of selling directly or face to face with consumers, thereby reducing sales turnover from Rumah Ety. The efforts made by Rumah Ety MSMEs are to take advantage of the opportunities that exist in the midst of the Covid-19 Pandemic, and maintain business with the strengths of Rumah Ety. Researchers are interested in investigating more deeply how the implementation of the Non-Cash Food Assistance (BPNT) policy and what are the obstacles in implementing the Non_Cash Food Assistance (BPNT) policy in Muara Bangkahulu District, Bengkulu City. The research method used in this research is descriptive qualitative research method. The results of the research regarding the implementation of the Non-Cash Food Assistance (BPNT) policy in Muara Bangkahulu District are (1) Interorganizational communication carried out by the implementers, namely starting before the launch of the Non-Cash Food Assistance (BPNT) program through e-Warong in Muara Bangkahulu District has been implemented well, (2) the characteristics of implementers in the process of implementing BPNT policies through e-Warong in Muara Bangkahulu District in providing services to KPMs are in accordance with existing procedures, (3) Social, Economic and Political conditions in the distribution of BPNT in Muara Bangkahulu District has been good in the process of distributing BPNT, and (4) The disposition or attitude of the implementers of the parties in the implementation of the Non_Cash Food Assistance Policy (BPNT) has been realized quite well to the community in Muara Bangkahulu District so that the Implementation of the Non_Cash Food Assistance Policy (BPNT) is running in accordance with applicable regulations and Alan effectively. Because the success of an organization in improving its performance is dependent on the quality of operating human resources. If employees have a good performance, then they can solve all organizational burdens effectively and efficiently so that problems that occur in the organization can be resolved properly. This research is a descriptive research with a qualitative approach. Informants were determined by purposive sampling technique as many as 5 informants. The data sources consist of primary data and secondary data. The data collection technique was carried out by means of observation, interviews, and documentation. The data analysis technique used by the researcher went through the stages of data reduction, data presentation, and drawing conclusions. Data validation technique is done by triangulation. The triangulation used by the researcher is source triangulation and method triangulation. The results of this study indicate that the performance of the State Civil Apparatus at the Department of Population and Civil Registration of Kepahiang Regency has been going well, in accordance with the applicable laws and regulations. The services they provide are because there are no residents who complain about the slow process of printing E-KTP, Birth Certificates, and Family Cards. The printing process is carried out since the required files are declared complete, and there are no additional requirements in the administration of population administration. There is also no problem with the service queue number, there has never been a service queue number running out. One of the facilities that can support the realization of this is the existence of Village Owned Enterprises (BUMDes). BUMDes as a village economic strengthening that is engaged in social and economic fields and as a service provider to rural communities, especially regarding the business sector. This research is to see how the impact of BUMDes on the welfare of the community in Air Buluh Village, Ipuh District, Mukomuko Regency. Implementasi Perlindungan dan Pemberdayaan UMKM di Kabupaten Lebong Sri Indarti Titi Darmi Implementasi; Perlindungan Pemberdayaan UMKM Implementasi   Peraturan Pemerintah No. 7 tahun 2021 tentang Kemudahan, Perlindungan dan Pemberdayaan Koperasi, Usaha Mikro, Kecil dan Menengah  memiliki beragam pola di berbagai daerah, dengan kondisi daerah yang beragam. Tujuan penelitian ini adalah mendeskripsikan implementasi perlindungan dan pemberdayaan usaha kecil dan menengah (UMKM), dengan berfokus pada  1) pembinaan dan 2) pemberian fasilitas. Penelitian ini menggunakan Regim Theory Stokker, bahwa orang-orang yang terlibat dalam implementasi adalah aktor-aktor yang memiliki nilai-nilai yang ingin diwujudkan dalam implementasi. The purpose of the study was to determine the implementation of revolving fund management in Rakyat Imogiri market, Bantul Regency and to find out the smoothness of beneficiaries, returns and monitoring of effective, transparent and accountable evaluation of revolving funds. The type of research used is descriptive qualitative. The implementation of revolving fund management in Rakyat Imogiri market is seen from (1) The achievement of applications and verification through the ability of officers in achieving tasks. (2) Compliance with procedures through conformity of rules and loan mechanisms by traders. (3) Satisfaction is seen from the side of the traders who use it and the officers who carry it out quite well. Noya, Avior Ocean Muchtar, Masruri Sihombing, Pardomuan Robinson indeks pembangunan manusia pertumbuhan ekonomi kemiskinan urbanisasi Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh tingkat urbanisasi, IPM dan pertumbuhan ekonomi terhadap tingkat kemiskinan di Provinsi Jawa Timur. Variabel dependen yang digunakan dalam penelitian ini adalah tingkat kemiskinan, sedangkan variabel independen yaitu urbanisasi, indeks pembangunan manusia dan pertumbuhan ekonomi. Penelitian menggunakan data sekunder kabupaten/kota yang ada di Provinsi Jawa Timur dalam rentang waktu 9 tahun dari 2012 hingga 2020. Metode statistik yang digunakan adalah metode kuantitatif dengan regresi linier berganda dengan data panel. Berdasarkan pengujian, digunakan Fixed Effect Model. Secara simultan seluruh variabel berpengaruh terhadap kemiskinan. Secara parsial, ketiga variabel berpengaruh signifikan negatif terhadap kemiskinan.   Berdasarkan hasil penelitian ini, pemerintah diharapkan tidak hanya berfokus pada pertumbuhan ekonomi namun juga pengendalian tingkat urbanisasi dan peningkatan IPM. The results of the study show that population, unemployment rate, education and the gini ratio simultaneously affect the number of poor people in Indonesia. Partially, all independent variables affect the number of poor people but with a different direction of influence. Garut) Yayan Andi, Yayan Permasalahan mendasar yang dihadapi pemerintah Desa dalam mengimplementasikan dana Desa adalah timbul praduga-praduga negatif dari publik. Sehingga pemerintah Desa saat ini di hadapkan dengan rendahnya kepercayaan publik dalam mengimplementasikan Dana Desa. Rumusan masalah dalam penelitian ini adalah sejauh mana implementasi kebijakan Penggunaan Dana Desa dalam meningkatkan kepercayaan publik yang dilakukan oleh pelaksana Desa, studi di Desa Sukamulya Kecamatan Talegong Kabupaten Garut, serta tujuan dari penelitian ini ialah mengetahui dan menganalisis implementasi kebijakan Penggunaan dana desa di desa Sukamulya Kecamatan Talegong Kabupaten Garut. Yang mana sempat beredar isu terkait adanya aksi demo dari sebagian masyarakat kepada pihak Desa Sukamulya terkait transparasi dana Desa. Pendekatan yang di gunakan dalam penelitian ini adalah pendekatan kualitatif. Pendekatan kualitatif dipilih dengan pertimbangan bahwa metode ini diharapkan dapat diperoleh data yang sebenar-benarnya dan mampu mengkaji masalah penelitian secara mendalam sehingga dapat diperoleh hasil yang di harapkan. Adapun teori yang digunakan peneliti dalam penelitian ini yaitu teori dari Edward III (dalam Agustino 2008:153-154), terdapat empat variabel yang mempengaruhi dalam keberhasilan proses implementasi kebijakan, di antaranya : komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Dari hasil penelitian, peneliti yang ditemukan dilapangan terkait implementasi kebijakan penyelenggaraan dana desa di Desa Sukamulya Kec. Talegong Kab. Garut sudah berjalan dengan baik. tetapi dalam implementasi kebijakan Dana Desa di Desa Sukamulya Kec. Talegong Kab. The Technology Acceptance Model places the attitude factor of each user behavior with two variables namely perceived usefulness and perceived ease of use. Work overload occurs when work demands exceed an individual's ability to deal with them. The purpose of this study is to analyze the effect of Perceived Usefulness and Perceived Ease Of Use on Work Overload. The type of research used is explanatory research. All indicators used are valid and reliable. Hypothesis testing using PLS (Partial Least Square). The results of the research on Perceived Ease Of Use on Work Overload show a coefficient value of 0.181 with a statistical T value of 1.626 which means it has no effect, and a p-value of 0.105 which means it is not significant, while the results of research related to the effect of Perceived usefulness on Work Overload show a coefficient value of 0.613 with a statistical T value of 3.888 which means it is influential and a p-value of 0.000 which means it is significant. Implementasi Kebijakan Pengelolaan Dana Desa Ratih Rahayu Faizal Anwar Kasman Titi Darmi Pengelolaan Dana Desa di Desa Karya Jaya, Kecamatan Marga Sakti, Kabupaten Bengkulu Utara menghadapi beberapa tantangan. Masalah yang teridentifikasi meliputi kurangnya transparansi dalam sosialisasi pengelolaan dana desa kepada masyarakat, pelaksanaan yang kurang efektif, pengawasan yang belum memadai, keterlambatan pencairan dana, dan dampak pandemi COVID 19. Penelitian ini menggunakan pendekatan kualitatif untuk memahami implementasi kebijakan pengelolaan dana desa di Desa Karya Jaya. Data penelitian diperoleh melalui sumber data primer dan sekunder. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan melakukan reduksi data, penyajian data, dan inferensi. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan dana desa di Desa Karya Jaya belum mencapai tingkat yang optimal. Salah satu masalah utama adalah kurangnya transparansi dalam sosialisasi pengelolaan dana desa kepada masyarakat, yang mengakibatkan partisipasi masyarakat yang rendah. Pelaksanaan kegiatan pengelolaan dana desa juga masih menghadapi kendala dalam hal efektivitas dan pengawasan yang memadai. Selain itu, keterlambatan pencairan dana menjadi masalah yang perlu ditangani. Hal ini disebabkan oleh lambatnya pelaporan pertanggungjawaban keuangan dan penyusunan rencana anggaran pembelanjaan desa (APBDes). Pandemi COVID-19 juga memberikan dampak signifikan terhadap pengelolaan dana desa, karena adanya kebijakan pembatasan sosial dan mobilitas masyarakat. Berdasarkan temuan ini, diperlukan upaya perbaikan dalam implementasi kebijakan pengelolaan dana desa di Desa Karya Jaya. Meningkatkan transparansi sosialisasi, efektivitas pelaksanaan kegiatan, pengawasan yang lebih baik, dan peningkatan aksesibilitas terhadap dana desa menjadi rekomendasi untuk mengatasi masalah yang ada. Upaya Kepala Desa dalam Mewujudkan Tata Kelola Pemerintahan yang Baik di Desa Tambak Rejo, Kabupaten Bengkulu Utara Wirasanti, Nadhilla Titi Darmi Akuntabilitas; Partisipasi Supremasi Hukum , Tata Kelola Pemerintahan Desa Transparansi Penelitian ini bertujuan untuk mengetahui upaya kepala desa untu mewujudkan tata kelola pemerintahan desa di Desa Tambak Rejo Kabupaten Bengkulu Utara. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Indikator yang dijadikan tolak ukur dalam penelitian ini adalah: Akuntabilitas, Transparansi, Partisipasi dan Supremasi Hukum. Untuk melihat keempat indikator tersebut digunakan teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Sumber data yang digunakan adalah sumber data primer dan sekunder. Instrumen penelitian adalah peneliti sendiri dan beberapa alat pendukung seperti pedoman wawancara dan handphone. Teknik pengumpulan data yang digunakan peneliti adalah wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Analisis Kompetensi Pegawai Badan Kepegawaian dan Pengembangan Sumber Daya Manusia di Kabupaten Musi Rawas Utara Titi Darmi Justian, Perdi BKPSDM; Kompetensi Pegawai Kinerja; Pelatihan; Pengembangan Sumber Daya Manusia. Penelitian ini bertujuan untuk menganalisis kompetensi pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Musi Rawas Utara. Kompetensi pegawai merupakan faktor penting dalam meningkatkan kinerja organisasi, terutama dalam sektor pemerintahan yang menuntut profesionalisme dan efektivitas dalam pelayanan publik. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kompetensi pegawai di BKPSDM Kabupaten Musi Rawas Utara masih perlu ditingkatkan dalam aspek teknis, manajerial, dan sosial. Rekomendasi yang diberikan mencakup peningkatan program pelatihan, penguatan sistem evaluasi kinerja, serta pembentukan budaya kerja yang mendukung pengembangan kompetensi secara berkelanjutan. Transformasi Kepemimpinan Partai Politik Berbasis Kaum Muda: Studi Pada DPW Partai Solidaritas Indonesia Provinsi Bengkulu Adriadi, Rekho Hardianto, Rudi Yogi Alfiansyah Gaya kepemimpinan generasi muda transformasi : DPW  PSI  Provinsi Bengkulu sendiri telah memasuk dua periode kepemimpinan atau kepengurusan. Ketua DPW PSI Bengkulu pertama adalah Muharam Effendi saat menjadi ketua DPW PSI Bengkulu 2014 saat berusia 28 tahun dan memiliki latar lekang aktivis. Ketua DPW PSI ke kedua yaitu Yogi Pramadani berumur 27 Tahun yang memiliki latar belakang seorang pengusaha. penelitian ini bertujuan untuk menganalisis transformasi kepemimpinan partai politik berbasis kaum muda yang terjadi pada Dewan Pimpinan Wilayah Partai Solidaritas Indonesia Provinsi Bengkulu. Pendekatan ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif, Pengumpulan data dengan cara wawancara, observasi  dan dokumentasi, sedangkan analisis data dengan tahapan reduksi, penyajian dan verifikasi. Pengembangan Kampung Nelayan di Kawasan Wisata Kecamatan Teluk Segara Yossy moelandha, Trierose Sri Indarti Titi Darmi Kampung Nelayan Kawasan Wisata pengembangan daerah pesisir Pola pembangunan Kota Bengkulu diarahkan pada pengembangan sektor pariwisata, terutama pariwisata berbasis kelautan dan perikanan. Potensi wilayah pesisir Samudera Indonesia sangat besar untuk pengembangan tersebut. Salah satu kawasan yang sedang dikembangkan adalah Kelurahan Malabero, Kecamatan Teluk Segara. Pesisir pantai menjadi sektor strategis untuk meningkatkan pendapatan masyarakat, terutama melalui pelestarian kebudayaan kampung nelayan. Pemerintah Kota Bengkulu telah berupaya menyediakan infrastruktur, seperti pintu masuk, shelter, tempat parkir, dan fasilitas penunjang lainnya untuk wisata pantai. Selain itu, penggerakan masyarakat dalam menjual kuliner laut dan hasil olahan ikan, seperti ikan giling tenggiri, turut memperkuat perekonomian lokal. Wisata sejarah dan alam di sekitar Kelurahan Malabero, seperti Benteng Malborough dan pemandangan matahari terbenam, juga menjadi daya tarik utama. Pengembangan wisata pesisir ini tidak hanya berfokus pada alam dan sejarah, tetapi juga pada pelatihan budaya untuk wisatawan. Kerjasama antara pemerintah dan masyarakat diperlukan untuk menjaga kelestarian dan mencapai pengembangan kampung nelayan sebagai kawasan wisata yang berkelanjutan. Peran Badan Pendapatan Daerah dalam Meningkatkan Penerimaan Pajak Bumi dan Bangunan di Kabupaten Bengkulu Utara aldo, ahmad Adriadi, Rekho Yogi Alfiansyah Darmi, Titi Peran Badan Pendapatan Daerah Pajak Bumi dan Bangunan Penelitian ini bertujuan untuk mengetahui tentang PeranBadan Pendapatan Daerah Dalam Meningkatkan Penerimaan Pajak Bumi Bangunan Di Kabupaten Bengkulu Utara. Dalam penelitian ini peran Badan Pendapatan Daerah  dalammenigkatkan penerimaan pajak bumi bangunan yaitu sebagai motivator,fasilitator, dan mobilisator. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Data-data di dalam penelitian ini menggunakan triangulasi sumber. Teknik analisis data dalam penelitian ini menggunakan analisis data kualitatif. Hasil penelitian ini menunjukan bahwa dari Indikator Motivator, Fasilitator, dan Mobilisator yang digunakan dalam penelitian ini menunjukan bahwa Peran Bapenda Dalam Meningkatkan Penerimaan Pajak Bumi dan Bangunan di Kabupaten Bengkulu Utara sudah berjalan dengan baik, Namun  masih rendahnya penerimaan Pajak Bumi dan Bangunan di Kabupaten Bengkulu Utara dikarenakan masih kurangnya kesadaran masyarakat untuk membayar pajak sehingga Bapenda perlu meningkatkan penyuluhan tentang pentingnya Pajak Bumi dan Bangunan di Desa maupun Kecamatan. Peran Kepala Desa dalam Pelaksanaan Pembangunan Desa di Desa Tanggo Raso Kabupaten Bengkulu Selatan Syafiyah Putri Kasman Titi Darmi Terlaksananya pembangunan desa yang majudan makmur tidak terlepas dari peran pemerintah desa serta peran masyarakat. Dengan demikian dalam suatu pelaksanan pembangunan desa peran kepala desa menjadi penting yang sangat diperlukan dalam proses pembangunan desa guna untuk memperlancar pembangunan serta meningkatkan kesadaran masyarakat untuk ikut berpartisipasi dalam pembangunan desa. Rumusan masalah dalam penelitian ini adalah bagaimana peran kepala desa dalam pelaksanaan pembangunan desa di desa tanggo raso kabupaten Bengkulu selatan. Tujuan Penelitian ini adalah ingin mengetahui bagaimana peran kepala desa dalam pelaksanaan pembangunan desa di desa tangggo raso kabupaten Bengkulu selatan. Penelitian ini menggunakan metode penelitian dengan pendekatan Kulitatif deskriptif, dengan jumlah informan 7 orang. Teknik pengumpulan data dilakukan dengan menggunakan teknik observasi, wawancara, dan dokumentasi. Teknik analisis data dengan menggunakan analisis model interaktif dengan tahapanpengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan/verifikasi. Berdasarkan hasil penelitian menunjukkan bahwa peran kepala desa dalam pelaksanaan pembangunan desa yaitu pertama,peran Kepala Desa sebagai motivator telah berjalan cukup baik, sebagaimana tercermin dari pandangan positif masyarakat terhadap kepemimpinan Kepala Desa dalam memotivasi masyarakat. kedua, peran Kepala Desa sebagai fasilitator dalam menyelesaikan masalah di dalam pelaksanaan kegiatan pembangunan di desa ini terbukti sangat efektif, dengan adanya berbagai pembangunan yang telah dilaksanakan. Namun demikian, peran sebagai mobilisator yaitu penggerak dan pemberi arahan masih kurang, yang mengakibatkan partisipasi masyarakat dalam pembangunan desa tidak meningkat sesuai harapan. Peran Badan Penanggulangan Bencana Daerah (BPBD) Kota Bengkulu dalam Penanggulangan Bencana Banjir di Kelurahan Rawa Makmur Kota Bengkulu Reni Insyiroh Sri Indarti Darmi, Titi Permasalahan yang diangkat dalam penelitian ini Bagaimana Peran Badan Penanggulangan Bencana Daerah (BPBD) Dalam menanggulangani Bencana Banjir Di Kota Bengkulu khsusunya Kelurahan Rawa Makmur Kota Bengkulu. Tujuan diadakannya penelitian ini adalah untuk mengethaui dan menganalisis Bagaimana Peran Badan Penanggulangan Bencana Daerah (BPBD) Dalam menanggulangani Bencana Banjir Di Kota Bengkulu khsusunya Kelurahan Rawa Makmur Kota Bengkulu. Peneliti menggunakan metode deskriptif dengan pendekatan kualitatif dalam penelitian ini. Dengan focus penelitian ada 1 yaitu Peranan Badan Pennggulangan Bencana (BPBD) Dalam Penanggulangan Bencana Banjir Kota Bengkulu ( Studi Kelurahan Rawa Makmur Kota Bengkulu). Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi, sedangkan teknik analisis data dengan tiga langkah untuk menganalisis data yaitu: reduksi data dan penyajian serta penarikan kesimpulan. Hasil penelitian ini menunjukan bahwa Peran BPBD kota bengkulu dalam penanggulangan bencana banjir di kelurahan rawa makmur kota bengkulu yakni belum berjalan dengan baik walaupun peranan BPBD kota Bengkulu dalam menerapkan prinsip-prinsip manajemen bencana yang baik, yaitu bahwa penanggulangan bencana dilakukan secara cepat dan tepat sesuai dengan tuntutan keadaan. Akan tetapi terlihat dari upaya penanganan bencana yang terjadi sudah di laksanakan tetapi belum terealisaikan dan belum berjalan dengan maksimal.hal itu terlihat berdasarkan penetapan kebijakan, pencegahna bencana, tanggap darurat, rehabilitasi dan rekontruksi bencana belum maksimal. Problematika Pelaksanaan Otonomi Khusus di Papua: Ditinjau Dari Indeks Pembangunan Manusia Haira Zulfia, Ira Aldri Frinaldi Lince Magriasti Otonomi Khusus, IPM, Papua Penelitian ini bertujuan untuk menganisis menganalisis bagaimana problematika pelaksanaan otonomi khusus ditinjau dari indeks pembangunan manusia (IPM). Artikel ini dianalisis menggunakan pendekatan studi literatur, yang melibatkan pengumpulan informasi dan sumber yang relevan terkait dengan topik yang dibahas. Sedangkan untuk analisis data menggunakan analisis isi. Hasil dari studi literatur ini mengungkap beberapa problematika pelaksanaan otonomi khusus di Papua, terutama dalam konteks indeks pembangunan manusia. Beberapa masalah yang diidentifikasi dalam penelitian ini antara lain terhentinya dana otonomi khusus di birokrasi pemerintahan, kurangnya layanan kesehatan yang memadai, keterbatasan sarana dan prasarana, diskriminasi kebijakan pusat terhadap daerah, dan pertumbuhan ekonomi yang rendah setelah pelaksanaan otonomi khusus. Evaluasi Program Dana Bergulir Samisake Di Kota Bengkulu (Studi di Kelurahan Sawah Lebar) Mandala Putra, Bobby Rama Krisyanto Harmiati Samisake Program; Program Evaluation; Impact Evaluation The aim of this research is to evaluate the effect of the Samisakerolling program on increasing income, welfare and employment opportunities inSawah Lebar Village, Bengkulu City. The research was conducted in SawahLebar Village, Bengkulu, from April 10 to May 10 2023. The approach usedwas a qualitative method with a narrative strategy. This research refers to theobjectives of the Samisake revolving fund program as regulated in BengkuluCity Regional Regulation No. 12 of 2013 concerning Management of SamisakeRevolving Funds, which includes increasing community income and welfare,expanding employment and business opportunities through the creation of newjobs, as well as implementing acceleration efforts. strengthening the people'seconomy through the involvement of the City Government, business world,local communities and community groups in participatory processes. However,due to limited time, resources and budget, the research focus is only on twoobjectives, namely increasing people's income, improving people's welfare andexpanding employment opportunities. The research results show that theSamisake Revolving Fund Program has succeeded in increasing recipients'income and welfare as well as opening up new job opportunities. This programsucceeded in increasing the gross and net income of the recipients. As manyas 73.33% of informants who were recipients of the Samisake program felt apositive impact after receiving the program. This positive impact includeschanges in conditions in terms of education, health and housing for Samisakeprogram recipients. Efektivitas Program Bebas Kuota Internet di Kota Bontang Darmawan , Ade Irawan, Bambang Daryono, Daryono Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis progran bebas kuota di Kota Bontang serta untuk mengidentifikasi dan menganalisis faktor penghambatnya. Penelitian ini merupakan jenis penelitian kualitatif yang dilaksanakan di Kota Bontang. Fokus Penelitian mengacu pada ketepatan sasaran program, sosialisasi program, tujuan program, pemantauan program serta faktor penghambatnya. Data diperoleh menggunakan teknik wawancara, observasi dan dokumentasi, dianalisis menggunakan model analisis interaktif pada tahap reduksi data, penyajian dan penarikan kesimpulan. Hasil penelitian membuktikannya bahwa secara keseluruhan efektivitas program bebas kuota di Kota Bontang kurang efektif walaupun dalam ketepatan sasaran program pelaksanaannya sudah tepat sasaran dan efektif dalam menyediakan akses internet gratis bagi masyarakat, namun dalam hal pemasangan lokasi hotspot belum sepenuhnya tepat sasaran dan efektif dikarenakan masih terdapat hotspot yang harus direlokasi. Kemudian dalam sosialisasi program belum efektif dengan menggunakan berbagai media. Selanjutnya pada tujuan program sudah efektif karena mampu mencapai tujuan yang diharapkan yaitu memberikan akses internet gratis bagi masyarakat di ruang publik. Kemudian dalam pemantauan program belum efektif baik secara fisik ke lapangan ketika ada gangguan maupun non fisik melalui Dashboard ISP. Adapun faktor penghambat program bebas kuota di Kota Bontang yaitu pemasangan dan pengelolaan hotspot belum optimal serta SDM masih terbatas. Analisis Faktor-Faktor Dampak Bahaya Stunting di Kawasan Masjid Al Akbar Surabaya Fierda Nurany Chairien Nurwulan Ghozalyfah Fajar Rachma Dian Ferdian Iqbal Dhurrotul Machbubah Laila Della Amanda The purpose of this study is to determine public understanding of the dangers of stunting in the Al-Akbar Mosque area of Surabaya and the components that affect it. This research uses a qualitative approach with a descriptive approach. The community around Masjid Al-Akbar Surabaya, health institutions, institutions of women's empowerment and child protection, population control and family planning, and other sources of information are the subjects of this study. The source of research data is informants. Observations and interviews were used in this study. The results show that people still have a low understanding of stunting, and many people do not know how to prevent it, as well as the biological, environmental, economic, and social impacts of stunting.  Studies conducted in the Al Akbar Mosque area of Surabaya show that people do not understand the dangers of stunting and how to prevent it. Influencing factors include: Child nutrition, too much instant food, poor motherhood, weak immunity and so on. Iklim Organisasi Dan Kepuasan Kerja Pegawai Pengadilan Agama Denpasar Muhammad H.A.Rahman, Abdul halim Nyoman Sri Subawa organizational climate, job satisfaction, supportive leadership, teamwork, communication, motivation, commitment, efficiency The Denpasar Religious Court is the only Class I Religious Court in the province of Bali. As a Class I Religious Court, it handles a lot of cases per year, with an insufficient number of employees leading to an increased workload for the staff. Alongside the implementation of the "one day minute and one day publish" program, the Denpasar Religious Court also acts as a coordinator for budget absorption related to DIPA 04, overseeing eight Class II Courts. Furthermore, the less strategic location of the Denpasar Religious Court, due to its off-road placement, makes it challenging for parts of the community to locate the court. The main issue addressed in this study is how the organizational climate and employee job satisfaction at the Denpasar Religious Court are. The objectives of this research are: 1) to examine the organizational climate at the Denpasar Religious Court, and 2) to determine the influence of the organizational climate at the Denpasar Religious Court on employee job satisfaction. The research method utilized in this study is a qualitative approach with thematic analysis. Penerapan Kebijakan penggunaan Angkutan Feeder LRT Musi di Kota Palembang Tahun 2022 Ismi Pratama, Muhammad Dani Kencana, Novia Isabella, Isabella Kebijakan Angkutan Feeder Transportasi Penelitian ini bertujuan untuk mengetahui Bagaimana Penerapan Kebijakan dalam Penggunaan Angkutan Feeder LRT Di Kota Palembang Tahun 2022. Penelitian ini menggunakan metode kualitatif, dimana metode ini adalah metode penelitian kualitatif ini dapat menyajikan data yang tidak monoton dan membosankan dan tidak terpaku pada satu titik, dari indikator-indikator teori yang akan dipakai inilah dapat peneliti kembangkan sehingga mendapatkan hasil yang ingin di capai nantinya. Hasil penelitian  menunjukkan bahwa program ini dinilai cukup baik dengan melakukan wawancara mendalam, dan melakukan observasi ke kegiatan tersebut dengan berpedoman dengan indikator Yaitu (1) Isi Kebijakan (Content of Policy) dan (2) Lingkungan Implementasi (Context of Implementation). Melalui serangkaian penelitian, analisis dan pembahasan yang di lakukan, peneliti mengambil kesimpulan jika, dapat diambil kesimpulan bahwa penggunaan Angkutan Feeder LRT ini sudah Cukup baik, jika dilihat dari 2 Indikator  tersebut, Karana Angkutan ini masih memiliki beberapa kekurangan seperti masih sepi pengunjung dan tidak ada jadwal keberangkatan di setiap halte. The method used in this research is a qualitative method with a case study approach. The unit of analysis in this research is the Palembang City Tourism Office with a total of seven research informants. The qualitative data analysis used is Creswell qualitative analysis. The results of this research indicate that the strategy of strengthening local Tanjak products carried out by the Regional Government in order to improve the city branding of the City of Palembang has gone well, as can be seen from the indicators of the city branding development strategy which has supported this strategy well. These indicators are internal factors, consideration of external conditions and communication strategies used to strengthen local products. The obstacle or obstacle faced in the process of strengthening local Tanjak products is that the use of digital media, especially in the era of society 5.0, has not been used optimally by local governments to introduce and promote Tanjak to the public. Apart from that, the regional government budget for building Tanjak ornaments on agency buildings in South Sumatra is still inadequate and ASN's consistency in using Tanjak during working hours determined by the Palembang City government is still not running well. The construction of simple rental apartment buildings, owned by the East Java Provincial Government and referred to as simple apartments, is expected to help meet the housing needs of the population residing in Surabaya and its surrounding areas. This should requires effective management for proper operation. PT. Jatim Grha Utama, through the Badan Pelaksana Aparna Graha Utama A. Yani, is authorized to carry out operational activities for managing the provincial government's apartment buildings. This research employs a qualitative method with primary data sources obtained from interviews with management officials and secondary data derived from articles, journals, books, and internal documents. The study's findings on the functions of the POAC management indicate that the management conducted by Bapel Aparna Graha Utama A. Yani is generally in line with expectations, although occasional challenges are encountered in the implementation phase, such as resident complaints, which are effectively addressed. Inovasi Program Goes To School pada SMK Trisakti Tulangan di Dinas Kependudukan dan Catatan Sipil Kabupaten Sidoarjo Nurhaliza, Nanda Guritno Hertati, Diana Administrasi Kependudukan Goes To School Inovasi program Goes To School (GTS) merupakan sebuah inovasi layanan administrasi kependudukan yang dibentuk oleh Dispendukcapil Kabupaten sidoarjo sebagai upaya percepatan pelayanan yang memprioritaskan masyarakat wajib KTP pemula berusia 16-17 tahun yang belum melakukan perekaman E-KTP. Inovasi Goes To School menargetkan sekolah pada tingkat SMA/SMK baik negeri maupun swasta demi memberikan pelayanan yang adil dan merata untuk seluruh sekolah yang berada dalam Kabupaten Sidoarjo. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif. Dalam penelitian ini yang menjadi tempat pelaksanaan penelitian adalah SMK Trisakti Tulangan, Pengumpulan data yang digunakan adalah dengan sumber data primer yang meliputi observasi, wawancara dan dokumentasi. Efektivitas Pelayanan Via Online (Plavon) Surat Pindah Datang oleh Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Sidoarjo Ningrum, Dhae Pramestya Hertati, Diana Administrasi Kependudukan Pelayanan Publik Surat Pindah Datang Plavon merupakan website yang membantu pengurusan administrasi kependudukan secara online. Tujuan adanya program ini yaitu untuk memudahkan masyarakat untuk mengurus identitas kependudukan di Kabupaten Sidoarjo. Tujuan penelitian ini yakni untuk menganalisis efektivitas program pelayanan Surat Pindah Datang secara online menggunakan website Plavon Disdukcapil Kabupaten Sidoarjo. Metode penelitian ini menggunakan pendekatan kualitatif dengan menggunakan metode deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, serta dokumentasi. Penelitian ini mengacu pada teori efektivitas yang terdiri dari 4 (empat) indikator yakni ketepatan sasaran program, sosialisasi program, pencapaian tujuan program, serta pemantauan program. Hasil penelitian menunjukkan bahwa efektivitas pelayanan Surat Pindah Datang secara online melalui website Plavon di Kabupaten Sidoarjo: 1) masyarakat antusias untuk mengajukan permohonan Surat Pindah Datang di Plavon. 2) Dispendukcapil Kabupaten Sidoarjo melalui sosial media dan juga di MPP Kabupaten Sidoarjo turut serta dalam menyebarkan informasi mengenai pelayanan Surat Pindah Datang secara Online melalui website Plavon. 3) masyarakat Kabupaten Sidoarjo dapat dengan mudah mengajukan Surat Pindah Datang secara online. 4) tim PIAK Dispendukcapil Kabupaten Sidoarjo telah melakukan pemantauan program Plavon Kabupaten Sidoarjo. Target dari program Jemput Bola Terpadu ini adalah seluruh desa yang berada di Kabupaten Sidoarjo, fokus utama dari program Jemput Bola Terpadu  ini adalah desa yang masih memiliki persentase rendah kepemilikan dokumen kependudukan. Implementation of Birth Certificate Preparation for a Mother's Child through Klampid New Generation (KNG) in Rungkut Menanggal Village Zakiyah, Nuruz Diana Hertati akta kelahiran KNG Pelayanan Publik Public services can be defined as all forms of services carried out by service providers with the aim of meeting community needs. Kelurahan as one of the public service providers closest to the community has various forms of services, one of which is the embassy of birth certificates. One type of birth certificate is the birth certificate of a mother's child which is specially made because the parents of the child only have a siri marriage or are pregnant outside of marriage. In Rungkut Menanggal village, the processing of a mother's child birth certificate document is also the same as the processing of a child birth certificate in general, which uses the Klampid New Generation (KNG) innovation. The existence of KNG makes service easy because it is very effective and efficient compared to the past. This research uses descriptive qualitative methods. The theory used is Surabaya Mayor Regulation Number 10 of 2022 concerning procedures for implementing population administration. The results of this study indicate that the service of making a mother's child birth certificate at the Rungkut Menanggal Village Office can be said to be good, because 5 aspects of public service have been fulfilled, namely time efficiency, simplicity, security, attitudes and responsibilities of officers, and facilities and infrastructure. Strategi PT. Pratama Jatim Lestari dalam Mengelola Pusat Pengelolaan Sampah dan Limbah B3 sebagai Upaya Menuju Jawa Timur Net Zero Waste Ananta, Ayu Nevilia Wibawani , Sri Manajemen lingkungan Pengurangan limbah Tanggung jawab Lingkungan perusahaan Provinsi Jawa Timur menghadapi tekanan signifikan dalam hal pembangunan dan konsumsi, yang menyebabkan peningkatan volume limbah, termasuk limbah B3 yang berbahaya dan dapat merusak lingkungan. Pengelolaan limbah B3 secara efisien sangat penting dalam upaya mencapai tujuan zero waste. Penelitian ini bertujuan untuk mengkaji strategi PT. Pratama Jatim Lestari dalam mengelola limbah B3 menuju program net zero waste. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif, berfokus pada penerapan strategi yang mempengaruhi keberhasilan program net zero waste berdasarkan teori Kooten. Hasil penelitian menunjukkan bahwa strategi organisasi yang diterapkan relevan dengan visi, misi, program, dan kegiatan perusahaan, meskipun belum optimal karena masih dalam tahap pembangunan. Strategi program dilaksanakan dengan baik dan sesuai dengan sasaran, serta menghasilkan profit. Selain itu, strategi pendukung sumber daya dan strategi kelembagaan juga terlaksana dengan baik, dengan adanya sinkronisasi dan sinergi antara pemilik dan pelaksana program. Community questions arise, including: (1) how to eradicate money politics, (2) in what ways can a culture of corruption be eradicated (3) whether the hopes and rights of the people are represented (4) whether with direct elections can give birth to leaders with integrity ( 5) how to erase the paradigm of society that elected leaders have the opportunity to find a coffers to replace political costs and how to erase the logic of thinking about the dowry of political power. Oddities that occur in Indonesia, election participants understand the rules but still violate the rules in force. Thisresearch is a qualitative research according to the object of writing study using library research (library research). The direct election regulation in fact has not been able to minimize money politics in the elections. Kinerja Dinas Lingkungan Hidup dalam Mengelola Sampah di Kecamatan Rantau Utara Kabupaten Labuhanbatu Elsya Sonia Siti Hazzah Nur Ritonga Performance waste management productivity service quality responsiveness This research aims and explains the performance of the Environmental Service in Managing Waste in Rantau Utara District, Labuhanbatu Regency. The research method used in this study is qualitative research with a descriptive nature, with data collection techniques of direct observation, in-depth interviews, and detailed document analysis. This research was conducted at the Labuhanbatu Regency Environmental Service. The research informants consisted of the Head of Department, Head of waste management, waste management staff, cleaning staff, the community and school children. The research results show that the performance of the Labuhanbatu Regency Environmental Service in providing services is quite good in managing waste accumulation in the area. In terms of indicator 1) Productivity in recycling waste management, organic and inorganic waste has economic value, but in terms of human resources there is still a shortage of staff. 2) The quality of service is quite good in waste pickup but still faces challenges related to inadequate facilities. 3) Responsiveness, the department has responded to community complaints and provided outreach to the community. 4) Responsibility in this case the department has carried out its duties and responsibilities in accordance with its main duties and functions. 5) The Accountability Service has implemented its policies and activities with procedures, they have monitored and controlled the waste management process on a regular basis. Efforts continue to be made to overcome this problem. Efektivitas Pembuatan Surat Perintah Tugas Melalui Aplikasi SIPENO di Biro Umum Kantor Sekretariat Daerah Provinsi Jawa Timur Wika, Adevansyah Priambodo, Bayu Efektivitas Surat Perintah Tugas Aplikasi SIPENO This research discusses the effectiveness of creating Task Assignment Letters through the SIPENO Application at the office of the Regional Secretariat of East Java Province. The aim of this study is to determine how successful the SIPENO application is in generating Task Assignment Letters. This research utilizes effectiveness theory as proposed by Budiani. There are four indicators used to measure effectiveness in this study: target accuracy, program socialization, program objectives, and program monitoring. The method employed in this research is descriptive qualitative. Data collection was conducted through direct observation, interviews with employees who use the SIPENO application, documentation on the use of the SIPENO application, and data compilation. The results of this study show that the four important indicators in using the SIPENO application for creating Task Assignment Letters target accuracy, program socialization, program objectives, and program monitoring can run quite effectively and are in line with the goals of implementing the SIPENO application. However, improvements to the SIPENO application are still needed to facilitate easier creation of Task Assignment Letters. The government is tasked with providing various public services needed by society in various fields such as education, health and information technology. Currently, Tangerang City has a population of 2,953.85 people, and in a day the waste production of the people of Tangerang City amounts to 1,300 tons per day. One of the efforts to improve public services in Tangerang City is through electronic-based public service innovations carried out in Tangerang City. Tangerang City created a website-based application public service, namely SILACAK (Fleet Tracking Information System). The aim is to find out the implementation of waste transportation services before the SILACAK Application (Fleet Tracking Information System) and after the SILACAK (Fleet Tracking Information System) Application in Public Service Innovation in the SILACAK Application (Fleet Tracking Information System) at the Tangerang City Environmental Service Office. This research uses a type of qualitative research which has descriptive characteristics. Trajectory of Corruption in the Implementation of Post-Reform Regional Autonomy I Made Arie Widyasthana Wartana, Putra Yufensia, Jeflin Corruption Decentralization Regional Governance This article aims to elaborate on the relationship between corruption cases and decentralization policies in Indonesia. The decentralization policy is believed to be one of the sources of problems for the proliferation of corruption cases in Indonesia. Several previous research results show that more and more corruption cases occurred after the implementation of decentralization. The method used is a qualitative method with a literature study approach. The data collection technique was carried out by collecting various existing references that discussed issues of corruption and decentralization. Next, the data is analyzed to obtain a conclusion. This study is descriptive in nature because it focuses on describing corruption incidents that occurred in Indonesia after the enactment of the law on regional autonomy. The results of this research state that corruption is linked to decentralization because regions have the authority to manage their finances independently. Delegating authority to regions to manage their own finances has actually become a breeding ground for corruption. Apart from that, decentralization is also used by local governments as an arena for reaping profits and enriching themselves and their groups. Political dowries in every election/pilkada event also often become grounds for the growth of corruption cases in the decentralization era. The role of protocol is not only limited to regulating spatial planning and ceremonies, but also functions to maintain the image of the institution, strengthen communication between agencies, and ensure respect for various local customs. This research aims to analyze the role of management in implementing the Riau Islands Governor's protocol and identify the challenges faced. This research uses a qualitative descriptive method. This research discusses the transformation of protocol management within the Riau Islands Provincial Government which no longer merely carries out the technical function of organizing ceremonial events, but has developed into a strategic instrument in supporting the effectiveness of government communications, strengthening the institutional image, and maintaining smooth cross-bureaucratic coordination. Penerapan Prinsip Value for Money dalam Pengelolaan Keuangan Desa Air Petai Kecamatan Sukaraja Kabupaten Seluma Tahun 2024 :Studi Pada Program Pembangunan/Rehabilitas/Peningkatan Sumber Air Bersih Milik Desa Astuti, Sri Santoso, Djonet Hardayani, Yorry Village Finance Management Value For Money Abstrak Pengelolaan keuangan desa yang transparan, efisien, dan akuntabel merupakan elemen penting dalam mendukung pembangunan desa yang berkelanjutan. Penelitian ini bertujuan untuk menganalisis penerapan prinsip value for money dalam pengelolaan keuangan desa pada program pembangunan sumber air bersih di Desa Air Petai, Kecamatan Sukaraja, Kabupaten Seluma tahun 2024. Prinsip value for money, yang meliputi aspek ekonomis, efisiensi, dan efektivitas, digunakan sebagai pendekatan untuk mengevaluasi sejauh mana program ini berjalan sesuai dengan tujuan yang telah direncanakan. Penelitian ini berdasarkan pada Peraturan Menteri Dalam Negeri Nomor 13 Tahun 2006 tentang Pedoman Pengelolaan Keuangan Daerah. Adapun metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif yang berupaya memberikan deskripsi secara komprehensif terhadap masalah penelitian. Selanjutnya untuk memperkuat argumentasi maka penulis melakukan pengumpulan data dengan menggunakan metode observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada aspek ekonomis, pemerintah desa telah melaksanakan pengelolaan anggaran secara hemat dan cermat, termasuk melalui musyawarah bersama masyarakat dan survei harga untuk memastikan pemilihan material yang berkualitas. Pada aspek efisiensi, pelaksanaan kegiatan dilakukan secara terstruktur dengan pendekatan gotong royong untuk mengurangi biaya tanpa mengorbankan hasil. Sementara itu, pada aspek efektivitas, program berhasil mencapai tujuan pembangunan sumber air bersih, namun pemanfaatannya belum optimal akibat keterbatasan pipanisasi ke rumah-rumah warga. Analisis Faktor Pendukung Kinerja Karyawan Lembaga Amil Zakat Infaq dan Shodaqoh Muhammadiyah (LAZISMU) Bantul Kota Nawang Wulan Gerry Katon Mahendra Kinerja Karyawan LAZISMU Salah satu Lembaga Amil Zakat Infaq dan Shodaqoh Muhammadiyah (LAZISMU) terbaik adalah LAZISMU Bantul Kota. Lembaga ini melakukan penghimpunan, pengelolaan, dan pendayagunaan dana untuk berbagai program pemberdayaan. LAZISMU Bantul Kota memiliki berbagai prestasi yang diperoleh selama tiga tahun berturut-turut. Penelitian ini bertujuan untuk mengetahui dan menganalisis faktor pendukung kinerja karyawan di LAZISMU Bantul Kota yang telah menjadikan institusi ini mendapatkan predikat sebagai LAZISMU terbaik di DIY. Pada penelitian ini metode yang digunakan adalah metode kualitatif diskriptif yaitu dengan menceritakan peristiwa yang terjadi di lapangan, untuk teknik pengumpulan data menggunakan teknik observasi, wawancara, dan dokumentasi. Data diolah dengan teknik reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan faktor pendukung kinerja karyawan LAZISMU Bantul Kota terdiri dari kehidupan sosial, Etos kerja, Motivasi kerja, Kepemimpinan, Kebijakan Organisasi, dan Kompensasi. Namun dalam melakukan penilaian terhadap kinerja karyawan di LAZISMU Bantul Kota belum ada penilaian secara formal atau tertulis. Implementation of Waste Reduction Policy Based on Regional Regulation Number 13 of 2019 concerning Amendments to Regional Regulation Number 3 of 2013 concerning Waste Management in South Tangerang City Oktavia, Fiona Salam, Rahmat Pengelolaan Sampah Implementasi Kebijakan Pengurangan Sampah Tangerang Selatan Kerangka Grindle This study analyzes the implementation of Tangerang Selatan’s waste reduction policy, as outlined in Regional Regulation No. 13/2019, using Merilee S. Grindle’s policy implementation framework. Methodology applied on this research is qualitative methodology using interview, surveys, and observation. The findings indicate that while several programs, such as Zero-Waste Homes, TPS 3R, and Intermediate Treatment Facilities (ITF), have been successfully implemented, the overall policy effectiveness remains suboptimal. Key challenges include limited human resources, ineffective public communication, and the absence of a structured incentive- and penalty-based compliance system. The persistence of illegal waste dumping and low participation in waste sorting at the household level further hinder progress. Despite these obstacles, various supporting factors contribute to the policy’s implementation, including public awareness campaigns, private sector collaboration, and the integration of waste management technology. To enhance policy effectiveness, this study proposes several recommendations: strengthening collaboration with the private sector through CSR programs, implementing Extended Producer Responsibility (EPR) for upstream waste reduction, improving human resource capacity through training, utilizing social marketing for better public communication, integrating technology in waste processing, and establishing a structured compliance monitoring system. These measures are essential to achieving Tangerang Selatan’s waste reduction targets and ensuring long-term sustainability in waste management. Penyimpangan Moral dan Kepercayaan Publik Studi tentang Perselingkuhan Aparatur Sipil Negara di Indonesia Nugraha, Irwan Abdu MIDHOL, AHMAD BAIHAQI Civil Servants Moral Violations Infidelity Bureaucratic Integrity This research aims to examine the phenomenon of infidelity among Civil Servants through the perspective of social role theory that emphasizes the influence of norms, social expectations, and sanctions on individual behavior. Civil Servants infidelity not only reflects individual moral deviations but also has serious repercussions on the image and integrity of government institutions. This study employs a qualitative approach with literature analysis, online news content analysis, and review of regulations such as Government Regulation Number 94 of 2021 concerning the Discipline of Civil Servants. The results indicate that cases of Civil Servants infidelity undermine public trust and have significant social and professional consequences. Although regulations have explicitly outlined sanctions, their implementation in the field still faces various challenges, including inconsistencies in law enforcement and organizational cultural resistance. This study emphasizes the importance of enforcing social norms and maintaining an integrity-driven bureaucracy to uphold public trust in civil servants. This study aims to analyze the factors that influence the implementation of the Family Hope Program (PKH) in Sriharjo Village. This study uses a qualitative descriptive research approach in the Sriharjo Village, Imogiri District, Bantul Regency. Data were collected using observation, interview and documentation techniques. The results of the study indicate that. Limitations in understanding complex language, technical terms, and concepts of beneficiaries are less accustomed to communicating formally and in long writings. Resources from the Sriharjo Village government who have not participated in the implementation process of this PKH. Lack of PKH assistants in Sriharjo Village, where there are only 2 assistants, so the implementation process is less than optimal. The attitude of PKH assistants is committed to the implementation of this assistance program, which is monitored every month on KPM in spending their assistance. Beneficiaries are still dependent on assistance and are reluctant to leave PKH. The findings show that PKH assistants have been implemented in accordance with SOPs in accordance with the guidelines. The training received by PKH assistants can be used to improve the economy.Economic empowerment training is carried out for KPM so that they are not dependent on social assistance. KPM is also expected to be confident in graduating independently with PKH, assistants and the Srihajo Village government socialize this assistance as a stepping stone for economic improvement. Analisis Implementasi Penataan Batas KHDTK untuk Pendidikan dan Penelitian di Hutan Lindung Bukit Daun Register 5 Bengkulu Tengah ROSYIDIN, Rosyidin Penataan Batas KHDTK Hutan Lindung Bukit Daun Penataan batas Kawasan Hutan Dengan Tujuan Khusus (KHDTK) Universitas Muhammadiyah Bengkulu di Hutan Lindung Bukit Daun Register 5 bertujuan untuk menetapkan batas tetap kawasan hutan guna memberikan kepastian lokasi, letak, dan luas areal yang dimohon. KHDTK ini diberikan berdasarkan SK Menteri Lingkungan Hidup dan Kehutanan No. SK.425/Menlhk/Setjen/PLA.0/6/2016 dengan luas awal sekitar 2.000 Ha. Setelah dilakukan proses penataan batas, luas akhir ditetapkan melalui SK Menteri Kehutanan RI No. 1178 Tahun 2025 menjadi 1.992,69 Ha, mencerminkan hasil verifikasi lapangan dan penyesuaian batas sesuai ketentuan. Penelitian ini menganalisis implementasi penataan batas KHDTK, mencakup tahapan pelaksanaan, tantangan teknis dan administratif, serta implikasinya terhadap pengelolaan kawasan untuk pendidikan dan penelitian. Metode yang digunakan meliputi studi dokumen perizinan, wawancara dengan pemangku kepentingan, dan analisis spasial batas kawasan. Hasil penelitian menunjukkan bahwa penataan batas berperan penting dalam meminimalkan konflik tenurial, memperjelas status legal kawasan, dan mendukung fungsi KHDTK sebagai laboratorium alam bagi akademisi. Rekomendasi kebijakan diajukan untuk memperkuat kelembagaan pengelolaan dan optimalisasi pemanfaatan berkelanjutan kawasan. Implementasi Program Jemput Bola Administrasi Kependudukan (JEBOL ANDUK) Goes to School dalam Mempercepat Pelayanan Kartu Tanda Penduduk (KTP) Pemula Ilham Wijaya, Muhammad Hertati, Diana Goes to School Population Administration Policy Implementation Public Service Surabaya, as the second largest metropolitan city in Indonesia with an area of 333.063 km² and a population of approximately 2.87 million, faces complex challenges in the implementation of population administration services. Data from the Surabaya City Population and Civil Registration Office (Dispendukcapil) in 2024 reveals a significant gap between targets and actual outcomes, where KTP ownership only reaches 46.68% of the eligible population. This condition indicates a discrepancy between public service theory which emphasizes accessibility and on-the-ground practices that remain hindered by conventional systems. This study aims to analyze the implementation of the "Jemput Bola Administrasi Kependudukan" (JEBOL ANDUK) Goes to School program in increasing KTP ownership among students at SMA Negeri 17 Surabaya, using George C. Edward III’s policy implementation theory. The research employs a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. The main findings indicate that program implementation is not yet optimal in the aspect of communication, as the dissemination of information regarding the importance of KTP and population administration remains limited. On the other hand, the resource aspect has been effectively managed, supported by four trained officers and adequate facilities. The disposition aspect demonstrates a positive response, with participation from 156 students. Furthermore, the bureaucratic structure aligns with a flexible standard operating procedure (SOP). The results of this study suggest that although the JEBOL ANDUK Goes to School program has the potential to increase KTP ownership among students, improvements in communication strategies are necessary to achieve optimal and sustainable implementation. Hafizh Irhab Meli Fauziah Public Service Social Relations Digitalization Citizen Participation Inclusivity This study aims to understand how public services in Cipadung Subdistrict, Bandung City, function not only as administrative processes but also as a way to build social relationships between the community and the government. The research uses a descriptive qualitative method, with data collected through in-depth interviews, direct observation, and documentation. The results show that digitalization has improved administrative efficiency, but access is still uneven, especially for elderly people and those with lower education levels. The gap in digital literacy creates barriers to accessing services fairly. On the other hand, programs such as “Obos” and “Sesah Hilapna” show that public services can also serve as a space for citizen participation and strengthen social unity. Public services in Cipadung demonstrate that service quality is not only about speed or efficiency, but also about how well the service reaches all groups in society fairly. Therefore, a more socially aware and inclusive approach is needed so that public services can function better and strengthen trust between citizens and the government. Literature Review : Formulasi Kebijakan Pencegahan dan Penanggulangan Stunting di Indonesia Siti Aminah, Siti Aminah Stunting Formulasi Kebijakan Pencegahan dan Penanggulangan Indonesia Permasalahan stunting masih menjadi isu global hingga saat ini. Di Indonesia, angka stunting masih jauh dari target penurunan sebesar 14 persen pada tahun 2024. Menurut Survei Kesehatan Indonesia (2023), prevalensi stunting nasional sebesar 21,5 persen, turun sekitar 0,8 persen bila dibandingkan tahun sebelumnya. Penelitian ini bertujuan untuk menganalisis formulasi kebijakan pencegahan dan penanggulangan stunting di Indonesia dengan metode penelitian berbasis literature review yang bersumber dari kajian jurnal dan bahan penelitian lainnya. Berdasarkan 10 jurnal yang telah dianalisis, maka peneliti mendapatkan kajian terkait formulasi kebijakan pencegahan dan penanggulangan stunting berdasarkan 10 daerah berbeda di Indonesia. Hasil penelitian menunjukkan bahwa beberapa hal yang harus diperhatikan dalam memformulasikan kebijakan yang efektif untuk mencegah dan menanggulangi stunting di Indonesia yaitu masalah sosial, potensi lokal, integrasi yang kuat antar sektor, modal sosial, serta pendanaan berbasis program tepat guna. Kolaborasi yang solid dan berkesinambungan antara pemerintah, masyarakat, dan pihak swasta menjadi kunci utama yang menentukan keberhasilan formulasi kebijakan pencegahan dan penanggulangan stunting di Indonesia. Evaluasi Program Pelatihan Dalam Mengembangkan Industri Batik Tulis di Desa Pakandangan Kecamatan Bluto Kabupaten Sumenep Sahranafa, Karima Sahranafa Evaluasi, Program Pelatihan, Industri Batik Tulis Desa Pakandangan merupakan daerah semenjak dahulu sebagai pusat batik tulis yang senantiasa memelihara keahliannya dalam membatik yang diperoleh turun temurun. Awal mula kerajinan batik tulis mulai dikembangkan oleh masyarakat Desa Pakandangan Kecamatan Bluto, yang akhirnya meluas ke seluruh wilayah Kabupaten Sumenep. Profil pelatihan dalam pengembangan industri batik tulis di Desa Pakandangan, Kecamatan Bluto, berfokus pada dua aspek utama, yaitu desain dan pewarnaan. Tujuan penelitian yaitu untuk mengetahui hasil Evaluasi Program Pelatihan Pengembangan Batik Tulis Di Desa Pakandangan Kecamatan Bluto Kabupaten Sumenep. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu wawancara, observasi lapangan, dokumentasi, studi Pustaka. Dalam penelitian ini menggunakan teori evaluasi kebijakan dari Bridgman dan Davis (2000) ada empat indikator, yaitu Input, Process, Outputs, Outcomes. Hasil penelitian ini menunjukkan bahwa 2022-2024 adanya penurunan omset, hasil produksi, dan tenaga kerja sehingga ada dua sentra batik tulis yang gulung tikar disebabkan kurang perhatiannya pemerintah. Efektivitas dan Tantangan Pengelolaan Barang Milik Daerah Menggunakan Sistem Informasi Manajemen-Barang Milik Daerah (SIMDA- BMD) Agung Zulqurnaen Nur Asiah Barang Milik Daerah; Pengelolaan BMD; SIMDA-BMD Abstract: This study aims to determine the effectiveness and obstacles of implementing the Regional Asset Management Information System (SIMDA-BMD) in improving the efficiency and accountability of regional asset management at the Bandung Regency Education Office. This study uses a qualitative approach. Data collection was conducted through interviews, observations, and literature, as well as document analysis. The population and sample in this study were employees at the Bandung Regency Education Office who handle assets that are determined on a perpusive basis. The results show that SIMDA-BMD has succeeded in improving the accuracy of BMD inventory data and simplifying the digital asset management process. SIMDA-BMD also accelerates the reporting process and minimizes manual errors in data recording. For better BMD management, it is necessary to improve training for human resources, reduce reliance on manual recording, improve infrastructure, and evaluate to align the development and effectiveness of management. Efektivitas Strategi Komunikasi Publik dalam Meningkatkan Partisipasi Masyarakat terhadap Program Pemerintah Daerah Pada Era Digital Di Kota Medan Hidayat, Ferry Komunikasi Publik Partisipasi Masyarakat Pemerintah Daerah Perkembangan teknologi informasi telah mengubah pola komunikasi antara pemerintah dan masyarakat, termasuk di tingkat daerah. Di era digital, strategi komunikasi publik menjadi faktor penting yang menentukan efektivitas kebijakan serta partisipasi warga. Penelitian ini bertujuan menganalisis efektivitas strategi komunikasi publik Pemerintah Kota Medan dalam meningkatkan partisipasi masyarakat pada program pemerintah daerah. Penelitian menggunakan pendekatan kuantitatif eksplanatori dengan sampel 150 responden yang dipilih secara purposive, yaitu warga berusia ≥17 tahun yang berdomisili di Medan dan pernah mengakses informasi digital pemerintah. Data dikumpulkan melalui kuesioner Likert dan dianalisis dengan Partial Least Squares Structural Equation Modeling (PLS-SEM) menggunakan SmartPLS. Hasil menunjukkan seluruh dimensi strategi komunikasi publik, meliputi kejelasan informasi, media digital, interaktivitas, kredibilitas, serta aksesibilitas, berpengaruh signifikan terhadap partisipasi masyarakat. Secara simultan, kelima dimensi menjelaskan 62% variasi partisipasi. Temuan ini menegaskan pentingnya komunikasi publik yang jelas, interaktif, kredibel, dan inklusif. Model Transparansi Pengelolaan Dana Desa untuk Mewujudkan Pembangunan Berkelanjutan di Indonesia Susi, Susniwati Diana Sukorina Yulinda Uang Community Participation Public Accountability Sustainable Development Village Fund Transparency Village Governance Village fund transparency is widely recognized as a prerequisite for ensuring public accountability and fostering sustainable development in Indonesia. Despite the existence of formal regulations, challenges remain at the implementation level, particularly in relation to limited digital literacy, insufficient community involvement, and weak administrative capacity within village institutions. This study aims to formulate an adaptive and context-specific model of village fund transparency that not only complies with regulatory frameworks but also incorporates local cultural values to strengthen governance legitimacy. A qualitative multiple-case study design was applied in selected villages in Central Java and South Sulawesi. Data collection involved in-depth interviews, focus group discussions (FGDs), and the examination of official documents. Thematic content analysis was employed to identify emerging patterns, while data validity was ensured through triangulation of sources, methods, and member checking with informants. The study identified three fundamental pillars of effective transparency: (1) digital-based information disclosure to enhance public access, (2) inclusive community participation in both planning and monitoring processes, and (3) the integration of local cultural norms into governance mechanisms. This framework addresses the shortcomings of rigid and formalistic systems and contributes to stronger social legitimacy in village governance.The research offers theoretical insights into the discourse on public administration, particularly regarding fiscal transparency at the village level. Efektivitas Kebijakan Sampah Kota Bandung: Peran Collaborative Governance dan Pemberdayaan Masyarakat Ginanjar Wira Saputra Pandji Santosa Jossy Adiwisastra collaborative governance community empowerment policy effectiveness waste management Bandung City Permasalahan pengelolaan sampah di Kota Bandung semakin kompleks dengan timbulan harian mencapai ±1.600 ton dan diproyeksikan meningkat hingga lebih dari 2.200 ton pada tahun 2041. Penelitian ini bertujuan untuk menganalisis pengaruh collaborative governance dan pemberdayaan masyarakat terhadap efektivitas implementasi kebijakan pengelolaan sampah. Metode penelitian menggunakan pendekatan kuantitatif dengan desain explanatory survey. Jumlah responden sebanyak 100 orang yang terdiri atas ASN/DLH, pengelola bank sampah, kader lingkungan, dan masyarakat umum, dipilih melalui teknik purposive dan proportionate stratified random sampling. Instrumen kuesioner dengan 28 item pernyataan telah teruji validitas dan reliabilitasnya (Cronbach’s Alpha X1 = 0,875; X2 = 0,892; Y = 0,901). Hasil analisis regresi menunjukkan bahwa collaborative governance berpengaruh signifikan terhadap efektivitas implementasi kebijakan (β = 0,421; p < 0,05), pemberdayaan masyarakat juga berpengaruh signifikan (β = 0,389; p < 0,05), dan secara simultan keduanya berkontribusi sebesar 56,4% terhadap efektivitas implementasi kebijakan (R² = 0,564). Temuan ini menegaskan bahwa keberhasilan implementasi kebijakan persampahan tidak hanya ditentukan oleh pemerintah, tetapi juga oleh sinergi antaraktor melalui tata kelola kolaboratif dan pemberdayaan masyarakat. Penelitian ini memberikan kontribusi empiris dalam pengembangan model tata kelola persampahan berbasis Extended Stakeholder Responsibility (ESR). Within the Working Area unit, there is a structure consisting of a regional coordinator (Korwil), staff, treasurer, and education unit supervisor. The existence of Wilker is considered important because it is geographically located in the area of the education unit supervisor's partner school, namely in each sub-district, thus facilitating the supervisor in providing guidance to schools. The policy to eliminate Wilker has created a new climate, requiring education unit supervisors to adapt and face challenges related to work mobility. This study uses a qualitative approach by interviewing representatives of supervisors, inspectors, and the Jombang District Education and Culture Office. This study aims to analyze the impact of the Wilker abolition policy on the performance of education supervisors in Jombang using symbolic interactionism theory as an analytical tool. Implementasi Program Tim Pendamping Keluarga Dalam Membangun Desa Mandiri : Studi Kasus Desa Jambangan Kecamatan Candi Kabupaten Sidoarjo Rahmawati, Della Isna Fitria Agustina Implementasi Tim Pendamping Keluarga Desa Mandiri Stunting Penelitian ini bertujuan untuk menganalisis implementasi Program Tim Pendamping Keluarga (TPK) dalam membangun desa mandiri di Desa Jambangan, Kecamatan Candi, Kabupaten Sidoarjo. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program TPK telah berjalan cukup baik namun belum optimal. Dari aspek komunikasi, sosialisasi belum dilakukan secara formal di tingkat desa sehingga informasi program belum tersampaikan secara merata. Dari aspek sumber daya, dukungan finansial dan sarana operasional sudah tersedia, tetapi pelaporan masih terkendala sistem dan jaringan internet. Sementara dari aspek disposisi, kader menunjukkan sikap positif, antusias, dan bertanggung jawab. Struktur birokrasi berjalan sederhana dan fungsional melalui pembagian wilayah kerja yang proporsional. Secara keseluruhan, TPK berperan penting dalam memperkuat ketahanan keluarga dan mendukung kemandirian desa.
