Abstract

This study aims to analyse policy advocacy for the prevention of human trafficking in West Bandung Regency using the Advocacy Coalition Framework (ACF) theoretical framework. The research focuses on how local actors such as village governments, village councils, family welfare movements, community leaders, and community institutions play a role in forming advocacy coalitions, as well as how values, beliefs, and policy learning processes influence the effectiveness of human trafficking prevention policy implementation at the village level. The research method used is descriptive with a qualitative approach. Data was obtained through in-depth interviews with village stakeholders, direct observation of advocacy practices, policy documentation, and field notes. This approach was chosen to provide a contextual and naturalistic understanding of social phenomena, in line with Denzin and Creswell's view emphasising the importance of interpreting meaning in its natural context. This study does not aim to test hypotheses, but rather to systematically describe the objective conditions in the field, thereby explaining the dynamics of interaction between local actors in addressing the issue of human trafficking. The results of the study indicate that West Bandung Regency has a high level of vulnerability to human trafficking due to socio-economic factors, limited information, and high migrant worker mobility. Policy advocacy at the village level has proven to be effective in strengthening community protection through the formation of coalitions of local actors, the unification of values for the protection of vulnerable groups, and a continuous policy learning process. The research conclusion emphasises that the application of ACF provides an appropriate theoretical framework for understanding the dynamics of policy advocacy at the local level, while also demonstrating that policy change requires cross-actor cooperation, national regulatory support, and consistent long-term advocacy.
